Another issue is when I select Borderless Window, If I select 72 FPS (Refresh Rate 1/2) I get about 16 frames a second and it lags horribly bad. Windowed mode at 144hz works fine with no issues. WebSolution: Answer is full screen. The in game limiter runs slightly below the selected one. In uncapped, borderless was choking my gpu so bad even the my fps counter was stuttering also. Seeing the 141 there so long made me think it was a constant. What I saw on full screen was the actual numbers, which just made it seem lower.

WebTo fix stutters/forced vsync you have to enable Enhanced Sync in Radeon Settings. Either that or play in windowed instead of windowed borderless. Or even better - fullscreen mode.
