WebI had a user earlier this year who had a flickering taskbar where his icons would disappear and then immediately reappear at random. Turns out he had a bad usb stick that for constantly refreshed the task bar. I'm not sure why it did that since my taskbar doesn't refresh when I plug a USB drive in. Maybe it was a quirk with 1703.
